When i registered on the new website, it said use '000000' if you don't have one, if i haven't registered before, how can i get an online judge ID?
I prefer to submit solutions via emails, and an online judge ID is necessary.

you don't need an online judge id. No user can send submissions by email, even the ones who registered in the old system.
