I don't think this problem can be solved by backtracking algorithm in efficient time, isn't it? could you introduce me an algorithm to solve it? tnx!

of course A simple Backtracking with A little Pruning Will work well...
notice that the Branching factor is not 4 ...
1-there are only 2 valid rotation for cell row=1,col=1 if the number of lines in it is 1 , else you have only one valid rotation ...
2-never you need to rotate an empty or complete Full Grid ...
